Thank you for visiting the Zone 5 page! I sincerely appreciate the opportunity granted me by you, the residents of my district, to be able to serve as your commissioner. I also would like to let all of our residents of Central Broward Water Control District know that I am your representative and will do my very best to listen to your concerns and take action! Please note that the words listen and action are in bold. This is to signify that the boldest of steps to be taken first starts with communication. Communication is the key to a quality relationship. The residents of the Central Broward Water Control District and all of Broward County are very important to me and your voices shall be heard. Commissioner Biederman was elected to the Board of Commissioners in November of 2000. This election was his first attempt at running for public office and he won by 58% of the vote.
During his time in office, Commissioner Biederman has worked diligently to voice the concerns of our residents. From variances to drainage concerns, Commissioner Biederman has always analyzed situations and come forth with ideas and resolutions to the benefit of those he serves. Commissioner Biederman has attended Civic Association Meetings within the district in order to enlighten our residents of the workings of the Central Broward Water Control District. He has also attended the Davie Orange Blossom Festival and the Cooper City Founder’s Day Parade as a representative for the District. Commissioner Biederman, along with his daughter, Ciara, age
5, has participated in the Town of Davie Annual Waterway Clean Up for the past 3
years in order to assist in the elimination of contaminants. The City
of Hollywood just implemented a program called "Adopt A Catch Basin" and
Commissioner Biederman has jumped on this band wagon, so to speak.
This program is designed to have volunteers adopt a catch basin in their
respective neighborhoods. In the event of a down pour, where flooding
is likely to occur, said volunteers go to their catch basins, clad in yellow
rain coats and black, rubber boots and remove any leaves or other foreign
objects with a rake to allow the water to easily flow into them and thus
have less water on the streets. Commissioner Biederman has recruited
several volunteers for this program and has even volunteered himself.
The first opportunity to make a real difference was on May 27, 2003, when
the traffic was at nearly a stand still due to the heavy rains, disabled
vehicles and flooded streets. Excitedly, Commissioner Biederman met
the challenge and not only cleaned his adopted catch basins, but went down
to another area in need of immediate attention and went to work. For

Commissioner Biederman has been a resident of Broward County for the past 20 years
and is a partner in a local pest control business (Pest Pro Services). He and his wife, Donna have been married for
nearly 10 years and have a beautiful daughter, Ciara. Donna works
for the City of Hollywood's Housing and Community Redevelopment Department as a
Housing Rehabilitation Specialist. She assists lower income families
to obtain a 0-3% deferred loan in order that they may rehabilitate their
homes which are in disrepair.
The Biederman family spends much of their free time providing community service. Commissioner Biederman attributes much of his accomplishments to the Jaycee Organization, which is a young
person's leadership training organization for those people between the ages of 21-39. The Jaycee Organization (A.K.A. Junior Chamber of Commerce) participates in and runs projects for charities such as the American Cancer Society, the March of Dimes, the Junior Chamber Mission Inn (children affected by H.I.V), Diabetes Research Institute, Special Olympics and many more. The local Jaycee Chapter in Hollywood, where Commissioner Biederman is on the Board of Directors, serving as the Business Opportunities Vice President, runs projects and raises funds for numerous groups in our community. Lincoln Manor, a local A.C.L.F, Big Brothers and Big Sisters of Broward County, Broward Outreach and many needy families in our community are only a few of many that have benefited from the kind hearts of the many who serve in the Jaycee Organization.
Kevin and Donna Biederman have received many awards for their dedication, commitment and service to our community. His family received the Florida Jaycee Family of the Year Award in 1998 and even little Ciara has received awards for participating in different charitable events. At age 2, Ciara walked completely around a large track to benefit The American Cancer Society’s “Relay for Life”.
